China's AI Initiatives Aim for Global Cooperation and Prosperity

China has unveiled a series of initiatives aimed at using artificial intelligence (AI) to promote global cooperation and address disparities in AI development. At the World Artificial Intelligence Conference 2026 in Shanghai, President Xi Jinping emphasized the importance of a human-centered approach in building a fair and inclusive global AI governance system.

One of the key components of China's strategy is the MAZU meteorological system, which employs AI to enhance early warning capabilities for extreme weather events in Pakistan, particularly during the annual monsoon season. This system allows for improved predictions of floods and droughts, demonstrating AI's potential to tackle pressing global challenges.

Xi announced that China would assist 30 countries in implementing the MAZU system and provide 5,000 training opportunities in AI for developing nations over the next five years. Additionally, international collaboration centers for AI applications are set to be established with various regional organizations, including ASEAN and the African Union.

China's commitment to open-source technology is also noteworthy, as it aims to democratize access to AI tools. Recent data shows that Chinese open-source AI models have surpassed 10 billion downloads globally, significantly lowering entry barriers for developers and businesses, particularly in Africa. For instance, the DeepSeek model offers reduced costs, enabling more users to engage in digital transformation.

Addressing the widening gap in AI capabilities between high-income and low-income countries, Xi called for collective efforts to empower developing nations and ensure equitable access to technological advancements. This aligns with China's long-term goal of fostering a just global governance framework for AI.

The establishment of the Global Innovative Governance of AI Center and the signing of an agreement to form the World Organization for AI Cooperation represent significant steps towards enhancing global collaboration in AI development. These initiatives aim to ensure that the benefits of AI reach a broader audience, promoting innovation and growth across diverse communities.
